Russian S-300 battery delivered to Syria for protection of Tartus base — defense ministry

MOSCOW, October 4. /TASS/. One battery of the air defense system S-300 will provide protection for the Russian Navy’s logistic facility in Tartus and Russian ships off Syria’s shores, Defense Ministry spokesman Igor Konashenkov told the media on Tuesday.

"It is true that one battery of the S-300 air defense systems has been delivered to Syria. It is to provide protection for the naval logistics facility in Tartus and the Russian Navy’s task force," Konashenkov said.

He remarked it remained unclear why the decision to dispatch S-300 to Syria caused such commotion in the West.

"Let me remind you that S-300 is an exceptionally defensive system and it poses no threat to anybody. Moreover, a ship-born equivalent of that system - called Fort was present in the region before. The Black Sea Fleet’s guided missile cruiser The Moskva is armed with it," Konashenkov said.

Russia last year moved to Syria its newest air defense system S-400. As Russian President Vladimir Putin said in the middle of last March, S-400 systems and short-range systems Pantsir would remain on permanent combat duty in Syria.

US and ceasefire disruption

The United States is to blame for the disruption of all September 9 ceasefire agreements on Syria and for letting the militants build up reserves again, Konashenkov said in response to White House spokesman Josh Earnest’s claims Russia had allegedly achieved none of its objectives in fighting the Islamic State:

"It is the United States that has fallen through with a crash regarding the implementation of the September 9 ceasefire agreements. It failed to separate a single group of the so-called opposition from Jabhat al-Nusra (outlawed in Russia) thus letting the terrorists regroup themselves and replenish reserves."

"Isn’t it the right moment for our US counterparts to recognize in public that the whole opposition in Syria they have reared all along and still keep under control are part and parcel of the same "umbrella brands" - Al-Qaeda and Jabhat Al-Nusra (both outlawed in Russia)?" Konashenkov said.

He invited Earnest "to get down to earth from the sky." It is the United States’ "simulated struggle against the Islamic State that allowed that terrorist group, acting before the eyes of the world, to seize first the north of Iraq and then almost devour Syria."

The Russian Defense Ministry has not yet heard an answer from the United States why that group - Jabhat al-Nusra - "has throughout the years enjoyed Washington’s incredible benevolence, or to be more precise, direct connivance."

The real yardstick to measure Russia’s successes, Konashenkov said, is not highfalutin rhetoric but Syria’s realities: the hundreds of villages that have been restored to peace, the tens of thousands of square kilometers of land cleared of terrorists and the thousands of tonnes of humanitarian aid delivered to civilians.

Primarily, missiles and their warheads are meant to be destroyed and so laser and kinetic energy weapons, anti-missile systems and ground-, aircraft-and space-based interceptor systems are planned to be incorporated into the would-be systems of anti-missile defense, he said.

Also, the plans aimed at developing Russia’s Strategic Missile Troops and the strategic nuclear force on the whole have been "corrected with regard to the forecasted growth and scope of consistent development of the information and striking power means of this system." Karakayev said.

"The implementation of our plans will allow to use advanced and effective means and ways to counteract any system of anti-missile defense," he said adding that "the RVSN will be developing by upgrading weapons in the maximum possible degree, but by taking into consideration the START Treaty."

Creation of intercontinental ballistic missiles of the next generation "will secure a guaranteed neutralisation of new potential threats," he said.

Commander says new START Treaty does not limit patrol routes of ground missile systems

The New START Treaty does not define or restrict the territory in which Russian’s land-based mobile missile systems Yars and Topol can move, Commander of the Russian Strategic Missile Forces (RVSN), Sergey Karakayev went on to say.

"The Treaty does not envisage limiting of the territories within which the mobile missile systems of the Strategic Missile Forces can move, so the combat patrol routes can go through unlimited territory, taking into account the possibilities and performance characteristics of the available land-based mobile missile systems," Karakayev said, replying to a corresponding question.

According to the Treaty, the official said, the Russian Federation and the United States "exchanged information on their strategic offensive armaments, including the exact geographical coordinates of silo launchers". "These data are confidential," the commander of the Strategic Missile Forces said.

The Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms, also known as the New START Treaty, entered into force on February 5, 2011. Under the Treaty, the United States and Russia must meet the Treaty’s central limits on strategic arms by February 5, 2018; seven years from the date the Treaty entered into force. Each Party has the flexibility to determine for itself the structure of its strategic forces within the aggregate limits of the Treaty. These limits are based on the rigorous analysis conducted by Department of Defense planners in support of the 2010 Nuclear Posture Review.

Aggregate limits: 700 deployed intercontinental ballistic missiles (ICBMs), deployed submarine-launched ballistic missiles (SLBMs), and deployed heavy bombers equipped for nuclear armaments; 1,550 nuclear warheads on deployed ICBMs, deployed SLBMs, and deployed heavy bombers equipped for nuclear armaments (each such heavy bomber is counted as one warhead toward this limit); 800 deployed and non-deployed ICBM launchers, SLBM launchers, and heavy bombers equipped for nuclear armaments.

    Ukraine developing new tactical missiles “Thunder-2″

    Ukraine has finished the first stage of the project on the creation of “Thunder-2” multifunctional missile operational tactical complex.

    Ukrainian company Yuzhnoye Design Bureau is holding negotiations with several countries to participate in the MOTC program.

    ROME — Italy’s top military brass is hopeful that Poland, and possibly Japan, will step in to fill the vacuum left by the U.S. after it abandoned plans to produce a next-generation air and missile defense system with Rome and Berlin.

    The U.S. plans to continue funding the Medium Extended Air Defense System (Meads) through fiscal 2013, but its support will end with the completion of development of the ambitious project in fiscal 2014. Washington has contributed 58% of the funding, with Germany providing 25% and the remaining 17% coming from Italy.

    The U.S. supported the completion of development, but was unable to move into production as the economic downturn pinched defense spending. The U.S. Army ultimately chose upgrading its legacy Patriot system over buying Meads.

    This has left Berlin and Rome without a partner for producing the system. Lt. Gen. Claudio Debertolis, secretary general of defense and national armaments director for Italy, told Aviation Week May 8 that Poland is “very interested” in joining the Meads partnership.

    “Two international customers are interested, and have started discussions with us about getting involved in development and production,” says Rick Edwards, executive vice president of Lockheed Martin Missiles & Fire Control, which is leading development of Meads. “They are interested in the 360-degree performance of Meads and industrial participation, and the ‘noble’ work share that would result from getting involved at the front end,” he says, indicating that one of the nations is Poland.

    Though Italy’s political leadership has implemented austerity plans and cut defense spending, Debertolis says he wants to buy at least one Meads battery for the defense of Rome. Poland, he says, is also interested in purchasing the entire system.

    Because Italy cannot afford a layered missile defense system like Washington, its armed forces see Meads as the solution it can afford with the most capability, said Brig. Gen. Alberto Rosso, logistics branch chief for the Italian air force, also interviewed by Aviation Week. The military here cannot afford to invest in both Meads and an upper-tier system such as the U.S. Terminal High-Altitude Area Defense system or Israel’s Arrow.

    If the Meads team cannot find a new partner, defense officials here hope to at least use some of the hardware produced during the development phase for a “minimum engagement capability.”

    Through Meads, the Lockheed-led team has developed “plug-and-play” systems including a 360-deg. radar, new launcher, upgraded PAC-3 missile interceptor and command-and-control element. Meads was designed to interoperate with legacy missile defense systems such as the Patriot and be quickly deployable.

    Late this year, Meads is slated to counter its first theater ballistic missile target, its most taxing test to date, in a development graduation exercise. The system last year successfully destroyed an MQM-107 air-breathing target after the PAC-3 Missile Segment Enhancement (MSE) interceptor performed a 180-deg. maneuver for a so-called over-the-shoulder kill.

    “We will do another full-up system demonstration this fall,” Edwards says. This will complete the so-called “proof of concept” phase. “We could go into low-rate initial production pretty quickly, depending on the customer,” he says, noting the remaining work involves formal qualification of all system elements except the PAC-3 MSE, which is already qualified and entering production.

    Debertolis and Rosso did not say when Poland or Japan may sign up. However, it is likely that a successful test at year’s end will generate more support for the program.

    The aircraft is named Air Strato and is part of a larger UAV family that will carry out various missions for ARCA and our partners. The first prototype is completed and is already in testing.

    This is the largest version having a wingspan of 16m (52 ft) and is intended for stratospheric flights up to an altitude of 18 km. The aircraft is electrically powered and has autonomy of 7 hours on internal batteries and 3 days using solar panels. It can carry a payload of 30 kg consisting of aerial photography and surveillance equipment, scientific instruments or other payloads for various tasks including additional battery pods for extended autonomy.

    The second prototype is already under construction and it will have a retractable landing gear and improved avionics.

    The other versions of Air Strato have a smaller wingspan and lower flight ceiling but higher maximum speed and larger payloads.

    “Our activity requires that we perform stratospheric missions for our partners and clients, and solar and helium balloons we used until now, although capable of lifting heavier payloads to higher altitudes, are more expensive and time consuming in construction, are dependent on calm weather conditions and require aerial safety zones to be established.

    “Air Strato can fill their roles much cheaper and reliable for an extended period of time and perform additional tasks for clients such as surveillance over a fixed area, telemetry testing and scientific experiments for extended period of time or other missions. It will make our entire aerospace activity much easier and less expensive.” – Dumitru Popescu, ARCA, CEO.

    If tests are successful ARCA is considering developing commercial versions of Air Strato and other UAV in the family.

    Everybody know E-4Bs are extremely important. In the event of a war, a terrorist attack, an alien invasion and so on (hence the “doomsday plane” nickname), these aircraft are destined to keep the Secretary of Defense, the Joint Chiefs of Staff and other “decision makers” alive to direct nuclear (and conventional) forces, by receiving, verifying and relaying EAM (Emergency Action Messages).

    One aircraft is usually airborne every 12 hours, with another one ready for departure with a 5-minute notice. If national command centers on the ground are attacked or unavailable, an E-4B is immediately scrambled: that’s why a “doomsday plane” was seen orbiting above Washington DC minutes after a hijacked plane had crashed into the Pentagon on 9/11.

    The E-6B Mercury, whose mission could be a sign that the Syria air war has just started, can do the same job.

    Anyway, an E-4B was on the ground at Incirlik on Aug. 27. What was the doomsday plane doing in Turkey?

    Update: Hagel visited Malaysia on Aug. 24 and later was in Jordan to discuss about Syria. Maybe his plane made a stopover on its way back to the U.S.

    Canada’s new CH-147F Chinook Helicopter

    As part of the Government’s commitment to strengthening the Canadian Armed Forces (CAF), the Department of National Defence is acquiring 15 advanced, multi-mission, medium- to heavy-lift helicopters, or more specifically the Canadian version of the F-model Chinook (also known as CH-147F). The delivery of Canada’s first of these versatile workhorse aircraft was marked with a ceremony held at the Canada Reception Centre in Ottawa on June 27, 2013.

    The PL-01 prototype of stealth light tank, developed by Polish Defence Company Obrum and Britain’s BAE Systems that uses stealth technology thanks to thermal painting camouflage to blend in with its surroundings could enter in service in 2018.

    At MSPO 2013 (International Defense Industry Exhibition in Poland), the Polish Defence Company Obrum (a subdivision of Polish Defence Holding) has unveiled a new concept of direct fire support combat vehicle, the PL-01. The new vehicle is created at the OBRUM sp. z o.o. Research and Development Centre of Mechanical Devices in Gliwice.

    The goal of the PL-01 project is to create a light combat vehicle with the mobility and the fire power of the latest generation of main battle tank. A modern main battle tank has a total weight from 50 to 60 tonnes while the PL-01 has a weight of 35 tons. A real advantage to be quickly deploys by military transport aircraft.

    The layout of the PL-01 is very similar to a standard main battle tank with the driver at the front of the hull, with an unmanned turret mounted at the rear. The PL-01 has been designed with lot of angles to reduce its radar signature. It used also a cooled wafers mounted on the hull and turret to increase its stealth technology camouflage. These technologies allow the PL-01 to match the infrared signature of its environment to confuse the tracking systems of weapons that use infrared.

    The PL-01 is also fitted with external infrared sensors to create an infrared suitable camouflage on the field. The tank can also create effects to its temperature controlled wafers to look like a car or another common object, an effective countermeasure against radar, infrared and visual signature detection equipment.

    The PL-01 is fitted with an unmanned turret which can be armed with a 105 mm or 120mm caliber cannon adapted to fire with classic ammunitions or anti-tank guided missiles. Loading is carried out by using an autoloader unit located in the rear part of the turret, with 16 rounds ready to fire in the turret autoloader and 29 rounds stored in the chassis.

    The WJ-600A/D is a combat unmanned aerial vehicle developed by 3rd Academy Hiwing of China Aerospace Science and Industry Corporation (CASIC).

    The WJ-600 A/D incorporates both the reconnaissance and ground attack capability so that it can perform both missions, and hence A/D in its name stands for attack drone. WJ-600 A/D is designed to carry out both the reconnaissance mission of WJ-600 and the ground attack mission of HW-610 in a single platform.

    The payload threshold will reach 600 kilograms for a base armed surveillance mission sortie and special mission packages will enable it to undertake active reconnaissance, target simulation, electronics warfare and communications sorties as required.     The SR5 is a multiple launch rocket system developed by China North Industries Corporation (NORINCO). It can fire 220-mm and 122-mm rockets. These rockets have different ranges. Rockets are fitted with various warheads, including HE-FRAG, incendiary, smoke and illumination. Also there are cargo warheads with anti-tank or pre-fragmented anti-personnel submunitions. Some rockets have a GPS guidance for precision strikes.

    Rocket pods are factory-fitted and sealed. These double as transport containers and launchers. A standard 220-mm pod contains 6 rockets. These rockets have a range of up to 70 km. It can be fired also by Russian-made BM-21 and Chinese MLRS Type 81, 90B, and SR5. The BRE1 122mm rocket shell is similar to the standard 122mm rocket shell but has a maximum range of 50 km.

    According to Army Recognition. this multiple launch rocket systems is now in service in the Chinese army since 2013. The Venezuela has ordered a total of 18 SR5 in 2012 and 6 vehicles were delivered in 2014 to Venezuelan Armed Forces.

    The «SpetsTechnoExport» is working on a new unmanned land reconnaissance and combat vehicles for the Armed Forces of Ukraine. The machine called Fantom can be used as an advance guard, as a decoy or for surveillance missions.

    “Fantom” is a remotely operated mini tactical unmanned multipurpose vehicle. Day and night sighting systems allow to fire at any time of day for a distance of over 1 km, vehicle endurance is up to 20 km, controls are carried out by secure radio channel or via fiber cable length of 5 km. In addition, it is possible to equip it with high-precision anti-missile weapons.

    The “capabilities of “Fantom” are really difficult to overestimate, they allow it to take on a large variety of tasks. This technique can deliver ammunition and goods through areas that are threatened by enemy fire, or at risk of mining, safely and quickly evacuate the wounded from the battlefield.

    The “Fantom” can be equipped with different types of weapons to carry fire support.     The China North Industries Corporation (NORINCO) will showcase its latest version of its MBT-3000 export main battle tank at the 11th China International Aviation & Aerospace Exhibition (Airshow China 2016) in Zhuhai.

    The upgraded version of the MBT-3000 has been fitted with a new type of remote controlled weapon station (RWS), which can accept weapons at least up to a 12.7 mm heavy machine gun. The MBT-3000 is also known under the designation VT-4.

    The MBT-3000 is protected by composite armor and explosive reactive armor at the frontal arc.The turret sides are protected by slat armor and ERA, while the side hull is protected by steel-reinforced rubber skirts. The MBT-3000 can supposedly be fitted with the GL5 softkill active protection system.

    The tank is equipped with 125 mm smoothbore guns and autoloaders.

    Earlier the Royal Thai Army (RTA) has signed an agreement with China to procure the MBT-3000 main battle tank (MBT) produced by China North Industries Corporation (NORINCO)
